Kritizovat obce, že v nejisté době šetří, je absurdní, připomnělo Sdružení místních samospráv v reakci na data zveřejněná Ministerstvem financí
Obce se stále potýkají s ekonomickými dopady pandemie koronaviru a značný výpadek v jejich pokladnách způsobí i daňové změny. Sdružení místních samospráv ČR očekává v tomto roce snížení daňových příjmů obcí o 10 až 15 %, což ohrožuje investice do rozvoje obcí i doposud vyrovnané hospodaření. Sdružení místních samospráv ČR považuje za absurdní dnešní kritiku ze strany ministryně Aleny Schillerové, která obcím vyčítá, že v současné době šetří.
„Obce jsou zodpovědnými hospodáři a je logické, že v této složité době usilují o vyrovnaný rozpočet, obzvlášť když přijdou o další peníze kvůli vládním krokům. Celý loňský rok navíc vláda udržovala obce v nejistotě kvůli původní neochotě nahradit alespoň částečně dopady kompenzačního bonusu či daňového balíčku. Není divu, že starostové vytvářeli rezervy,“ zdůraznil předseda Sdružení místních samospráv ČR Stanislav Polčák.
Reagoval tak na dnešní tiskovou konferenci Ministerstva financí ČR, kde byly mimo jiné představeny i výsledky hospodaření obcí v roce 2020. Podle ministerstva na konci roku 2020 měly obce (a města) na účtech rekordních 234,1 mld. Kč, po započtení dluhu 163,8 mld. Kč. Jen samotná Praha, jak MF ČR rovněž uvedlo, vykazovala ke konci roku 2020 na svých běžných účtech 87,149 mld. Kč, přičemž dluh hlavního města činil 20,032 mld. Kč.
Podle dluhové projekce Rozpočtové rady vlády ohrožuje růst zadlužení nejvíce obce od 1 tisíce do 2 tisíc obyvatel a obce v Moravskoslezském kraji. Do obecních rozpočtů se navíc stále negativně promítá koronavirová pandemie.
„Z našeho průzkumu mezi starosty napříč republikou vyplývá, že se naprostá většina obcí potýká se zvýšenými náklady kvůli pandemii, kdy obce hradí například dezinfekce, ochranné pomůcky nebo testy, případně dotuje nyní ztrátovou hromadnou dopravu. Řada obcí má nižší příjmy, protože odpustila svým nájemcům nájemné nebo uzavřela obecní provozovny. Zároveň ale obce nemohou čerpat prakticky žádnou podporu z covid programů,“ upozornil Jan Sedláček, první místopředseda SMS ČR a starosta obce Křižánky.
Z průzkumu mezi obcemi sdruženými v SMS ČR dále vyplynulo, že náklady na zvládání pandemie činí v některých případech až 6 % obecního rozpočtu. Více než polovina z oslovených zástupců samospráv zastavila třeba opravy, které by zhodnotily obecní majetek.
„Pokud obcím letos dál poklesnou příjmy, budou muset škrtat v investičních plánech. Ty přitom mohou pomoci znovu nastartovat i naši ekonomiku. V minulosti tvořily investice samospráv polovinu veškerých veřejných investic u nás,“ dodal Stanislav Polčák.
Údaje o přebytcích obecních rozpočtů a jejich úsporách jsou zkresleny velkými městy, kdy například úspory Prahy tvoří přibližně třetinu veškerých úspor obcí. Vláda obecní rozpočty vystavila zásadní nejistotě už v loňském roce, kdy až po společném tlaku Sdružení místních samospráv ČR, Svazu města a obcí ČR, Spolku pro obnovu venkova a za podpory krajů i hl. m. Prahy kompenzovala obcím výpadek příjmů ve výši téměř 14 miliard korun.
„Vláda se přijetím daňového balíčku připravila o bezmála 100 miliard korun příjmů. Tyto prostředky jí nyní chybějí. Je nepřijatelné, aby vládní nezodpovědnost suplovaly obecní rozpočty, v nichž očekáváme kvůli daňové úpravě letos další pokles o 10 až 15 procent,“ uzavřel Stanislav Polčák.*
